Minnesota: What does the IRS mean by Tax Compliance?

I represent taxpayers in the Twin Cities, Minnesota and all the 50 States in the United State before all administrative levels—examination, collection, and appeals—of the Internal Revenue Service (IRS).
Tax compliance is a critical step in resolving IRS Tax debt. In most cases, the IRS will not consider any collection alternatives proposal such as Offer -In- Compromise, Installment Agreement, Currently not Collectible Status, if the taxpayer or business is not in tax compliance. You also must maintain compliance after reaching a deal with the IRS. If you fail to maintain compliance, the IRS, can and will void the deal.
Tax Compliance simply means that the taxpayer or business:
File all missing returns(last 6 years)
Is making tax payments for the current year either through sufficient withholding from their paychecks OR submitting quarterly estimated tax payments if they're self-employed.
Current on 941 quarterly payroll and 940 return for businesses.
